Request for Bid: Phase 1 of the Summit Road Shaded Fuel Break Project

 

news 2022 05The RCDSCC invites contractors to bid on the Phase 1 Summit Road Shaded Fuel Break. See documents below for the Phase 1 Summit Road Shaded Fuel Break, a 3-mile, Cal FIRE funded fire prevention project along Summit Road which runs along a ridgeline spanning Santa Cruz and Santa Clara Counties. The project treatment is in a high fire hazard severity area and improve safety for people and structures, create a strategic anchor point for firefighting activities, as well as improve safe egress for community members in case of a wildfire evacuation.

This fire prevention project will be executed in the WUI of Santa Cruz and Santa Clara Counties. Both Counties have been heavily impacted by wildland fires in recent years. The 2020 CZU Fire was the result of lightning ignitions in areas with heavy fuel loads, high winds, and very low fuel moisture. As climate conditions in California have resulted in much of the state having lower fuel moisture, we are seeing more devastating fire behavior and it is now more important than ever to implement projects to reduce the amount of fuel available to ignite. Heavy fuel loading, invasive species and drought and pest tree damage in defensible space zones and along the roadways, combined with hotter and drier summers have produced dangerous amounts of fuel to accumulate along roadways and in WUI communities. Additionally, parts of this area have been heavily planted with conifer species that are not well-suited for the ridge top environment and are in a state of decline. 

Treatments in the project area will focus on the removal of trees that are dead or dying, irreversibly diseased and/or substantially damaged. Invasive non-native species such as French broom, silver wattle acacia and blue gum eucalyptus which are known to increase fire severity will also be removed. Ladder fuels and overly dense stands of small trees under 8” DBH will be cleared or thinned out. Limbs on trees in treatment area will be limbed up to a height of 10’ and trees along the roadway will be limbed up to 15’. Trees that are leaning over the roadway and in danger of falling and blocking the road during a wildfire event may also be removed.

There will be a mandatory, pre-bid walk on August 25th, starting at 9:00 a.m. at 23230 Summit Road, Los Gatos, CA 95033.

Sealed bids will be received until September 15th, 2022 at 2:00PM. Bids must be mailed to the Disrict office at 820 Bay Avenue, Suite 136, Capitola, CA 95010

A public bid opening will be held on September 15th, 2022 at 2:00PM at the District office at 820 Bay Avenue, Suite 136 Capitola, CA 95010
